PROF. SETH ASARE-DANSO</strong></p><p>Rev. Prof. Seth Asare-Danso of the Department of Arts Education, 黑料社 is the first Professor of Religious and Moral Education in Ghana.聽 He has developed and taught courses in Religious and Moral Education since 2001. He has been a professional teacher for the past 30 years. His research interests are in religious and moral issues, curriculum and instructional issues in education, history and management of education, social anthropology and theological education.</p><p>He has been engaged in a number of research works and projects and has authored and co-authored over forty publications based on his areas of interest.聽 He has attended local and international conferences and presented papers at these conferences. He is a regular presenter of papers at the Nordic Conference on Religious Education in European countries.聽 He is a reviewer of some local journals like the Ghana Journal of Education: Issues and Practice (GHAJET), and international journals like the Journal of Religion in Africa and Asian Journal of Education and Social Studies.聽 He is the Editor-in-Chief of the E-Journal of Humanities, Arts and Social Sciences (EHASS).</p><p>Rev. Prof. Asare-Danso has been teaching religious and moral education courses at the basic level for one (1) year, at the college of education level for four (4) years, and at the university level for twenty-one (21) years.聽 He has supervised over 100 undergraduate students to complete their Project Work, and over 30 PGDE students to complete their Long Essays successfully.聽 He has also supervised thirty-one (31) M. Phil. students and twelve (12) PhD students to complete their theses successfully and on time. Two of his PhD graduates have been appointed as Lecturers in Religious and Moral Education at his department, and under his mentorship, one of them has been promoted to the rank of Senior Lecturer in Religious and Moral Education.聽 He is also mentoring other early career lectures within and outside 黑料社.</p><p>He started his career as a Library Assistant at Kibi Presbyterian Training College (1981-1988).聽 He later became a Tutor at Agogo Presbyterian Women鈥檚 Training College (1992-1996). Between 1996 and 1997, he was engaged as a Guest Teacher at Nellerupgaardskolen, (a Basic School) at Gilleleje in Denmark.聽 He was employed as Programs Coordinator (1999-2000), and later became Deputy National Director of American Field Service / Intercultural Exchange Programs (AFS/IEP), Ghana (An International NGO which dealt with the exchange of Ghanaian students and teachers with their foreign counterparts) from 2000 to 2001.</p><p>Rev. Prof. Seth Asare-Danso joined the 黑料社 as Assistant Lecturer on 15th聽 October 2001.聽 He was upgraded to Lecturer on 1st April 2003; promoted to Senior Lecturer on 1st April 2011; promoted to Associate Professor on 1st April 2015; and promoted to Professor on 1st August 2018. He has served the 黑料社 in various capacities, as Departmental Registration Officer (2007-2009); Head of Department of Arts and Social Sciences Education (2012-2014); and Vice Dean of Faculty of Humanities and Social Sciences Education (2016-2018) &amp; (2019-2021).聽 He is currently the Head of Department of Arts Education (2018 to 2022).聽 For the past 13 years, he has served as Protestant Chaplain of 黑料社, from 1st Jan. 2010 to date.</p><p>Rev. Prof. Seth Asare-Danso has been privileged to serve on a number of boards and committees of the 黑料社.聽 He has served as Chairman of Chaplaincy Committee, 黑料社(2017-2021); Member, Committee to Manage the Take-Over of University Practice Senior High School from Government (Feb. 2016-May 2016); Member, Board of Graduate Studies, 黑料社(2016-2018; 2019-2021); Member, Academic Planning and Management Committee (2016-2018; 2019-2021);聽 Member, Students鈥 Welfare Fund Project Board (2015-2018); College of Education Studies Representative on 黑料社Library Committee (2015-2017); Member, Oguaa Hall Council (2014-2018); Member, 黑料社Community Schools (Annex) Implementation Committee (2014-2017); and Chairman of the 黑料社Basic Schools Governing Committee (2013-2017), during which the 黑料社Basic Schools Annex was established by University management.</p><p>Currently, Rev. Prof. Seth Asare-Danso is serving as College of Education Studies Representative on 黑料社Strategic Plan Review Committee (2021-date); College of Education Studies Representative on 黑料社Public Relations Committee (2001-date); College of Education Studies Representative on College of Humanities and Legal Studies Board (2020-date); College of Education Studies Representative on Committee on Institutional Affiliations (2015-2017; 2020-date); Faculty of Education Representative on Faculty of Law Board, 黑料社(2014-2016); a Member of Chaplaincy Board / Chaplaincy Committee of 黑料社(2004-date); and a Member of Academic Board, 黑料社(2012-2014; 2020-date).</p><p>He has been serving as Chief Examiner for RME courses for Colleges of Education in Ghana (2012-date), and Chief Examiner for RME courses for 黑料社College of Distance Education programmes (2018-date). He has been involved in the development of curriculum programmes for a number of private tertiary institutions in Ghana. These include Ghana Baptist University College, Christian Service University College, Christ Apostolic University College, Maranatha University College, West End University College, E. P. University College, Ho, and Presbyterian University College, Ghana (2016-2020). He has been a member of former National Accreditation Board (now GTEC) Team involved in accreditation of academic programmes at tertiary institutions in Ghana (e.g., University of Ghana, Legon, Valley View University, Oyibi, Catholic University College, Fiapre, and Ghana Institute of Management and Public Administration (GIMPA) (2016-date).</p><p>Rev. Prof. Seth Asare-Danso has been an Adjunct Lecturer at the St. Peter鈥檚 Catholic Seminary, Pedu, Cape Coast (2002-2012); and Adjunct Lecturer at Presbyterian University College, Ghana (2016-2021). He has served as external examiner for University of Ghana, Legon (2020-date); Kwame Nkrumah University of Science and Technology, Kumasi (2018-date); University of Education, Winneba (2013-date); Valley View University, Oyibi (2014-date); Pentecost University College, Accra (2021-date); and Trinity Theological Seminary, Legon (2019-date).聽 He also served as external examiner for Accra Technical University (2013-2015); Takoradi Technical University (2018-2020); and Sunyani Technical University (2017-2019).聽 Besides, he served as 黑料社Representative on Kibi Presbyterian College of Education Governing Council (2010-2020).</p><p>Currently, Rev. Prof. Seth Asare-Danso serves as 黑料社Representative on Dominion University College Governing Council in Accra (2016-date); and 黑料社Representative on St. Nicholas Seminary Governing Council in Cape Coast (2021-date).聽 He is now serving as 黑料社Representative on the Local Organising Committee for the Interdisciplinary Conference of Colleges of Education in Ghana. He has served on the Central Regional Prisons Committee (2007-2010).聽 He has facilitated workshops for teachers and heads of educational institutions at basic and secondary levels, and for academic staff of a number of tertiary institutions in Ghana, the latest being the University of Environment and Sustainable Development (UESD) at Somanya.聽 He has been a keynote speaker to conferences and lectures. He delivered the 10th Archbishop Le Maire Memorial Lectures, under the theme: Building a Mission-Oriented Church in the 21st Century: The Role of Theological Education, at St. Nicholas Seminary, Cape Coast (22nd 鈥 24th November, 2018).聽 He has also served the West African Examinations Council (WAEC) in various capacities (1994-date).</p><p>Rev. Prof. Seth Asare-Danso is an Ordained Minister of the Presbyterian Church of Ghana, with pastoral charge at the Presbyterian Church of Ghana congregation at OLA Estates, Cape Coast, opposite 黑料社 Central Gate.聽聽 He is currently serving as President of the Western Presbytery Ministers鈥 Fellowship of the Presbyterian Church of Ghana (2016-date).聽</p><p>He had his pre-school education at Akwatia; primary education at Pameng, Akyem Akropong and Adwafo; middle school education at Abomosu; and secondary education at Asuom Secondary School, all in the Eastern Region of Ghana.聽</p><p>He holds a Diploma in Education (Dip. Ed.) (1992); a Bachelor of Arts (B. A. (Hons.) degree in Religious Studies and Akan (1992), and a Master of Education (M. Ed.) degree in Educational Administration (2011), all from the 黑料社.聽</p><p>He also holds a Bachelor of Divinity (B. Div.) degree (2004) from the Trinity Theological Seminary, Legon; and a Post-Graduate Certificate in Education (PGCE) (1997) from the University of Copenhagen, Denmark.聽聽</p><p>Besides, he holds a Certificate in Librarianship (Cert. Libr.) (1985); a Master of Philosophy (M. Phil.) degree in African Studies (2000); and a Doctor of Philosophy (Ph.D) degree in the Study of Religions (2011), all from the University of Ghana, Legon.聽 Rev. Prof. Seth Asare-Danso is married to Mrs. Stella Asare-Danso, and they have been blessed with one beautiful daughter (Sylvia).</p><p><strong><em>FULFILLING THE MISSION OF THE BASEL MISSION FOR SUSTAINABLE DEVELOPMENT: THE PRESBYTERIAN PRAXIS</em></strong></p><p><strong>ABSTRACT</strong></p><p>Religion and Morality are essential requirements for National Development. From economic point of view, Max Weber has established a relationship among Religion, Morality and National Development by attributing the rise of Capitalism to Protestant Work Ethic, which instilled in workers moral competencies and attributes like hard work, honesty, integrity, and fairness to ensure productivity.聽 Similarly, from theological perspective, God instructed the prophet Jeremiah to address the Israelites who were taken captive in Jerusalem and sent to Babylon as refugees to contribute to national development.聽 While they were in exile, they were instructed to build houses and settle down; plant crops and eat their produce; marry and give their sons and daughters in marriage; produce children; and seek the peace and prosperity of the nation (Jeremiah 29:4-7).聽</p><p>It is within this theological context that I want to examine the efforts made by the Basel Mission to create a moral community for sustainable development. The Basel Mission was a faith-based organisation which established the Presbyterian Church of Ghana.聽 In this lecture, I will trace the history of the Basel Mission and examine its philosophy. I will then examine its theology of mission, and discuss how the Basel Mission Church which later became the Presbyterian Church of Gold Coast / Ghana translated its mission (theory) into action (praxis) to promote sustainable development. 聽I will also demonstrate how the church has been able to use some community development schemes to promote sustainable national development, within the context of sound moral principles, and match the church鈥檚 achievements with the United Nations Sustainable Development Goals (UN SDGs). 聽The community development schemes will be examined based on four pillars of sustainability, namely: (i)聽<em>Human</em>, (ii)聽<em>Social</em>, (iii)聽<em>Economic</em>, and (iv)聽<em>Environmental</em>.聽 In conclusion, I will highlight the main issues that need to be addressed under the four thematic areas, based on the presentation. Tourism, PgDip Hospitality Operations) is a Professor of Tourism at the 黑料社, Ghana. During his 18-year career as a tourism academic, he has published more than 45 scholarly and technical papers and played a key/ advisory role on a number of projects/ committees for the Government of Ghana and other International Bodies on tourism development. Prof. Boakye has also worked internationally, having served as a visiting Senior Fulbright Research Scholar in the United States of America for one academic year and paid working visits to University of Girona Spain, the Baden-Watternburg State University in Lorrach Germany, and the University of Lausanne, Switzerland where he has delivered, lectures seminars and, organised workshops. He also serves as external examiner and supervisor for some universities in Ghana, Africa, and Europe and is a reviewer for numerous Scopus-indexed academic journals in tourism.</span></p><p class="MsoNormal" style="text-align: justify; line-height: 200%;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; color: #0d0d0d; mso-themecolor: text1; mso-themetint: 242;" xml:lang="EN-US" xml:lang="EN-US">Prof Boakye鈥檚 consultancy and scholarly work is well appreciated particularly in the area of the political economy dimensions of tourism governance. He entered St Augustine鈥檚 College in 1987 where he attained his Ordinary Level (1992) and Advanced Level (1994) in the General Arts Programme majoring in Economics, Geography and French. Between 1995 and 1996 he acquired both the Diplome de Langue<span style="mso-spacerun: yes;">聽 </span>(DL) and Diplome D鈥檈tudes Francaise (DELF 1er degree) at Alliance Francaise in Accra. We must look beyond the oft-repeated and rather uni-dimensional reasons of contextual differences and north-south power discrepancies to find answers to this underperformance. Using a series of vignettes based on true life stories of<span style="mso-spacerun: yes;">聽 </span>my journey of learning, tourism scholarly work and practice, I seek to demonstrate that Ghana鈥檚<span style="mso-spacerun: yes;">聽 </span>inability to maximize its developmental benefits from tourism stems largely from three key factors:<span style="mso-spacerun: yes;">聽 </span>One, a poor understanding and conceptualization of what tourism is or should be; two, disorganized approach to tourism development hoping for a miracle, and, three, a level<span style="mso-spacerun: yes;">聽 </span>of socio-economic growth so<span style="mso-spacerun: yes;">聽 </span>low that it circumscribes the abilities of tourism to act as an agent of<span style="mso-spacerun: yes;">聽 </span>development, thereby disabusing the myth about tourism鈥檚 automatic developmental properties. </span></em></p><p class="MsoNormal" style="text-align: justify; line-height: 200%;"><em style="mso-bidi-font-style: normal;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white;" xml:lang="EN-US" xml:lang="EN-US">I suggest that for tourism to be beneficial to Ghana, there must firstly <span style="mso-spacerun: yes;">聽</span>be intentionality at the highest level of government through the establishment of a cabinet subcommittee with the appropriate membership. FREDERICK ATO ARMAH</strong></p><p>Frederick Ato Armah is a Professor of Environmental and Sustainability Science and currently the Director of the Directorate of Research, Innovation and Consultancy (DRIC) at the 黑料社 (UCC). From August 2016 - July 2019, he was an Associate Professor in the Department of Environmental Science at UCC. Prof Armah is an interdisciplinary scientist with deep interest in the natural and human dimensions of environment and health. His professional expertise includes multivariate environmental statistics; global environmental change mitigation and adaptation; environmental and natural resource management, remediation and policy; human health risk assessment; climate change鈥攈uman health nexus; pollution of environmental media and biota; and socio-ecological systems. He has extensive experience in teaching, research and collaboration with partners in both developed (Canada, Sweden, Netherlands, USA) and developing countries (Ethiopia, Cameroon, Ghana, Sierra Leone, Cambodia, Kenya, Tanzania). He has served as consultant to numerous organisations and government agencies both local and international including the World Bank, UN Environment, United States Agency for International Development (USAID), CADMUS Group USA, United Nations Development Programme (UNDP), Kreditanstalt F眉r Wiederaufbau (KfW German Development Bank), Swedish International Development Cooperation Agency (SIDA), and the African Capacity Building Foundation (ACBF)鈥擜frican Union鈥檚 Specialized Agency for Capacity Development.聽聽聽</p><p>He holds a BSc (Hons) Degree in Chemistry from the 黑料社 in Ghana and MSc Degree in Environmental Studies and Sustainability Science from Lund University in Sweden. Prof Armah has a PhD in Environment and Human Health Geography from the University of Western Ontario in Canada. In addition, he holds a Certificate in Building African Entrepreneurship Universities in the Context of Responsible Innovations and Sustainable Development (AFRIDEP/UNECA); Certificate in Transforming Leadership and Governance (ILF); Certificate in Project Planning and Proposal Development (AAU); Certificate in University Leadership and Management Development (AAU), Certificate in Preliminary Assessment &amp; Site Inspection of Surface water, Groundwater, Air &amp; Soil (USEPA); and Certificate in Facilitating Multi-stakeholder Process and Social Learning: Advanced Course in the Use of Participatory Approaches for Institutional Change (WUR).</p><p>Prof Armah has held several prestigious scholarships including the Swedish Institute Scholarship (2006-2008), Netherlands Fellowship (2009) and the Ontario Trillium Scholarship (2011-2015). He is the first individual from sub-Saharan Africa to win the prestigious Ontario Trillium Scholarship. He was awarded as an Outstanding Researcher at the 黑料社 for hard work, dexterity, and great dedication to research during the 2015/2016 academic year.</p><p>Prof Armah has worked at all levels of the educational ladder (basic, secondary, tertiary) in Ghana starting from 1995. Cumulatively, he has garnered over 20 years of teaching and research experience more than half of which is at the tertiary level. In 2009, he received the Council for Scientific and Industrial Research (CSIR) Science, Innovation and Technology joint award for the best innovative scientist in developing a technique for the removal of fluoride ions in Bongo using local available materials. This award was established to mark the Golden Jubilee of the CSIR. Following this award, he was briefly part of a team of scientists that developed technologies to produce safe drinking water using laterite, a soil-type, rich in iron and aluminium, as a sorbent and ultra-filtration for physical disinfection. This initiative was part of a collaboration between researchers at the Kwame Nkrumah University of Science &amp; Technology in Ghana, and the University of Edinburgh, UK titled, "Safe Drinking Water using Appropriate Technologies for Ghana (SADWAT-GHANA). Under the aegis of SADWAT-GHANA, the Ghana Academy of Arts and Sciences and the Tanzania Academy of Sciences, he was invited by the UK Royal Society to attend the first Leverhulme鈥擱oyal Society Africa Award Holder Meeting in Dar es Salaam in December 2010.</p><p>As the Head of the Department of Environmental Science (August 2016 - July 2018), Prof Armah established collaboration with the Centers for Natural Resources and Development (CNRD) at the University of Applied Sciences, Cologne, Germany. CNRD is a consortium of about 20 higher education institutions that connects universities worldwide by promoting academic exchange and cooperation in the field of natural resource management, particularly with regards to water, land, ecosystems and renewable energy. Prof. Frederick Ato Armah also established the Margaret Wulesie Award of Excellence in Environmental Science, in honour and memory of his late mother, Margaret Wulesie. The award, which is worth 1000 Ghana Cedis is given to an Environmental Science graduand who obtains a cumulative grade point average (CGPA) of 3.8 or better. Prof Armah vigorously pursued an agenda of equipping the Environmental Science and allied laboratories in the School of Biological Sciences during his tenure as head of department. He was instrumental in the donation of equipment and accessories worth over 150,000 Ghana Cedis to the department by the Copenhagen Business Academy (CPH), Denmark (see pages 8-10 of 黑料社Bulletin Volume 54 Issue 1, September 2018).</p><p>As Deputy Director of DRIC from August 2016 to April 2019, Prof Armah coordinated the development of the first 黑料社Intellectual Property Policy (IPP) and co-chaired the committee that crafted the first ever 黑料社Research Report, which has since received extensive critical acclaim. He also chaired the committee that developed the 2018-2022 黑料社Research Agenda, which gives expression to the research tenets and trajectory of 黑料社as set out in the 2018-2022 Corporate Strategic Plan. As Deputy Director of DRIC, Prof Armah also successfully led 黑料社to apply for the Queen Elizabeth II (QES II) Advanced-Scholars programme, which seeks to establish research capacity and leadership qualities in young African and Canadian scholars in order to enable them to competently address global challenges pertaining to Environment, Food and Health. Through this initiative, the 黑料社 sent one QES II Scholar to Western University, Canada in 2018 to undertake research under the supervision and mentorship of a very experienced team of faculty members, for a minimum period of 90 days. Prof. Armah was also actively involved in the successful application for and implementation of the African Trans-Regional Cooperation through Academic Mobility (ACADEMY) Project. This is a 1.4-million-dollar EU-Intra Africa Mobility Grant, which seeks to foster mobility of staff and students among partners in the consortium (UCC, Ghana, Tlemcen University, Algeria, University of KwaZulu-Natal, South Africa, University of Ibadan, Nigeria, and Kenyatta University, Kenya) to deepen cross-cultural learning and enhance regional capacity building in higher education.</p><p>Prof Armah is the 黑料社team lead on the 2.5-million-dollar partnership grant titled Appraising Risk, Past and Present: Interrogating Historical Data to Enhance Understanding of Environmental Crises in the Indian Ocean World. This 7-year initiative seeks to enhance historical understanding of the factors at work in past environmental crises, and thereby significantly improve currently employed environmental risk perception and governance (ERPG) tools. The team consists of 8 Co-Applicants, 17 Partner Institutions, and 23 additional Collaborators (including UCC) spread across 17 countries in Africa, Asia, Australia, Europe, and North America. He is a co-applicant and the team lead for Ghana on the 2.5-million-dollar Vulnerability to Viability (V2V): Global Partnership for Building Strong Small-Scale Fisheries Communities research grant. Prof. Armah is also the country lead for the 2 million-dollar Project鈥擣armer Organization, Mobilization and Political Opportunities (鈥楩OMPO鈥), which is sponsored by the Swedish Research Council (FORMAS) and Lund University, Sweden (2020-2024).聽</p><p>Prof Armah is currently a member of the National Technical Committee on Environmental Quality Standards in Ghana. In March 2019, he was appointed as a member of the France-Ghana Nkabom Scientific Committee that reviews joint proposals submitted by academics in both countries on energy and renewable energy, environment and climate change, engineering sciences; biology and biotechnology. In 2015, he was appointed by the United Nations Environment Programme (UNEP) to serve on its Global Panel of Experts on the Environment. At the time, he was the only scientist from Ghana among the team of experts drawn from over 110 countries by the UNEP Chief Scientist to develop the regional assessment reports that served as precursor to the 6th Global Environment Outlook. In 2017, based on his meritorious contribution to the Africa regional assessment, the UN Chief Scientist subsequently nominated him to be a lead author of the Air Policy Effectiveness chapter of the Global Environment Outlook 6 (GEO-6) Report, which was launched by the UN Environment Assembly in March 2019. This report is now published by the Cambridge University Press.</p><p>Prof Armah was an Associate Editor of the African Geographical Review (Taylor and Francis) from 2013-2016. He is currently an Associate Editor of Frontiers in Environmental Science Journal in Switzerland. He also serves as an External Examiner for the Master of Science programme in Environmental Science at Rhodes University, Grahamstown, South Africa. He has reviewed for over 60 international journals. He also served as External Reviewer for the Human and Institutional Capacity Development Directorate of the National Research Foundation (NRF) of the South Africa Thuthuka Programme. He was External Reviewer for the International Council for Science (ICSU) and the Network of African Science Academies (NASAC) Africa LIRA 2030 proposals on understanding the Energy-Health-Natural Disasters nexus in urban contexts in Africa. He has also reviewed for the the Netherlands Research Council. In February 2020, Prof Armah was nominated to serve as a nexus assessment scoping expert on the Intergovernmental Science Policy Platform on Biodiversity and Ecosystem Services (IPBES).</p><p>He has published more than 150 peer-reviewed scientific articles in reputable international journals, 30 technical reports, 90 conference presentations, 5 working papers, 5 policy briefs as well as 2 book chapters and 2 encyclopaedia entries. He is a member of various communities of practice including the Climate Change and Forestry Adaptation Communities of Practice: Ontario Centre for Climate Impacts and Adaptation Resources (OCCIAR), Canada and Too Big to Ignore (TBTI): Global Response Cluster of the Integrated Marine Biogeochemistry and Ecosystem Research (IMBER). He has attended over 90 seminars/workshops/conferences/webinars organised in eleven countries across the globe. Prof Armah has given numerous guest lectures at high ranking universities including the University of Toledo, Ohio, USA, University of Dar es Salaam, Tanzania; and Pennsylvania State University, USA.</p><p>In October 2021, Prof Armah presented on Excellence in Research and Grants writing to Vice-Chancellors, Principals and Directors of Public Universities and Colleges, Zambia during the Zambia Association of Public Universities and Colleges (ZAPUC) Leadership Capacity Building Workshop. In November 2021, Prof Armah was part of the eNubia panel discussion on Scaling African Research Innovations in Science, Engineering, Health and Development by Utilizing Artificial Intelligence &amp; Data Science. He spoke specifically on African Research:聽Utilizing聽Data Science &amp; AI to Solve Challenges in Health, Industry, Disease Prevention and Development. He has also presented on building research assessment reform into regional open science policy in higher education institutions in Africa as part of the Library Support for Embedded NREN Services and E-infrastructure (LIBSENSE) and the Declaration on Open Access (DORA) open science workshop in March 2022. He has been hosted by the Cambridge University Libraries of the World podcast where he presented on open access publishing in sub-Saharan Africa.聽</p><p>Prof Armah has been championing the visibility agenda of 黑料社aimed at highlighting the University鈥檚 research and teaching output through dissemination in recognized channels. In this regard, he has been very instrumental in facilitating a series of workshops and sensitisation programmes on scientometric indicators and webometrics ranking and its relationship to quality education and research. He coordinated the first Elsevier workshop regarding academic writing and global visibility on 黑料社campus. He successfully directed two rounds of the 黑料社Research Support Grants (RSGs) and Research Awards, during his tenure as Deputy Director of DRIC. Many of the RSGs he coordinated have culminated in the publication of very good papers in high impact ISI or Science Citation Index (SCI) journals. At DRIC, Prof Armah led the Vice-Chancellor鈥檚 agenda of increasing the number of faculty members on Google Scholar. Through his instrumentality and concerted efforts with key stakeholders, the number of 黑料社faculty members on Google Scholar more than quadrupled between 2016 and 2018.</p><p>A number of establishments that track scholarly achievement consistently rank Prof Frederick Ato Armah among the most visible, topmost scientists in Ghana and beyond. These include Google Scholar, Web of Science ResearcherID and ORCID, Scopus, ResearchGate and Publons. In 2017, Publons ranked him as one of the top one percent of reviewers in multidisciplinary academic fields. His primary education was oscillatory owing to the fact that his dad, an engineer in the Ghana Army, was often on transfer. He began his education at the Life Corps Montessori School in Winneba. He continued at the Station Experimental Primary School at Kamina Barracks in Tamale. He then moved to Complex primary school at Burma Camp in Accra, where he sat for the common entrance examinations in 1986. He had both his O鈥 Level and A鈥 Level education at the Koforidua Secondary Technical School, Koforidua.聽 He is married to Mrs Nesba Yaa Anima Armah and the couple have a daughter Aseda Ewuraesi Armah.聽</p><p>聽</p><p><strong>Restoring Kinship with the Environment: How to Address the Wicked Problem of Illegal Artisanal and Small-Scale Mining</strong></p><p><strong>ABSTRACT</strong></p><p>Illegal artisanal and small-scale gold mining is a complex, social-environmental problem, which can be classified as a 鈥榳icked problem鈥 because its causes and effects are separated in space and time, it is persistent and hugely challenging for policy makers. In this inaugural lecture, I use causal loop diagrams to illustrate what makes illegal artisanal and small-scale gold mining wicked and assess various theoretical and pragmatic approaches that have been advanced to tackle it. The aim is to contribute new insights to theory, policy and practice by answering the following enduring questions: What makes illegal artisanal and small-scale gold mining so intractable? What strategies to tackle illegal artisanal and small-scale gold mining systematically do not work? To what extent do systems thinking, system dynamic modelling and multi-stakeholder platforms provide pathways for tackling the defining characteristics of this wicked environmental problem? Systems thinking is a holistic approach to analysis that focuses on how a system's constituent parts interrelate and how systems work over time and within the context of larger systems. Solutions to illegal artisanal and small-scale gold mining reflect the systems archetype聽<em>fixes that fail</em>, which highlights situations where perceived solutions actually result in worse or unintended consequences. The take home message from this inaugural lecture is that for every wicked environmental problem there is a suggested solution that is clear, simple and wrong. SAMUEL KOBINA ANNIM</strong></p><p>Professor Samuel Kobina Annim is a Professor of Economics at the 黑料社 (UCC) and currently the Government Statistician of the Republic of Ghana. He is dedicated to promoting knowledge transformation across the continent and beyond, and passionately supports national and global development agenda.</p><p><strong><em>Academia</em></strong></p><p>Professor Annim received a Doctorate in Economics from the University of Manchester, United Kingdom, in 2010. Based on his scholarship and track record, he was promoted to Associate Professor of Economics in 2013 and Professor of Economics in 2018.</p><p>He has made scholarly contributions to the field of Micro-Development Economics and Applied Micro-Econometrics with 42 peer-reviewed journal articles, five book chapters, 18 technical reports and four policy briefs. His publications are available in journals such as <em>World Development</em>, <em>Journal of Development Studies</em>, <em>Journal of International Development</em> and the Oxford University Press. Most recently, he co-authoured an award-winning journal article which was adjudged the top cited publication in the <em>Africa Development Review</em> for 2020-2021.</p><p>Broadly, his research areas of interest are in micro-finance, poverty, health and household issues in sub-Saharan Africa and Asia with a focus on Analytical Techniques: Micro-Level Data Management and Micro-Econometric Analysis. Individually and in collaboration with other researchers, Professor Annim has made contributions, leading to investments in micro-finance and reshaping its practice, both in Ghana and internationally. In the last five years, his work has been oriented towards the study of methodological issues to understand how research is conducted and to increase the scientific rigour of research conducted in this context.</p><p><strong><em>Teaching and Mentorship</em></strong></p><p>Professor Annim is a faculty of the Department of Applied Economics, where he has been lecturing since 2003. Prior to his secondment to the Ghana Statistical Service (GSS), he taught postgraduate and undergraduate courses, including Research Methods and Computer Applications (Applied Micro-Econometrics), Development Economics, Micro-Finance Paradigm and Poverty in Ghana, Development and Finance, Intermediate Statistics and Micro-Finance Paradigm.</p><p>As part of his commitment to training the next generation of economists, Professor Annim has supervised the successful completion of theses of 13 doctoral students in the past decade. In 2018, he received an award in recognition of his doctoral supervisory role for one of the best doctoral theses during the 17th Session of the 50th Congregation Ceremony of UCC. His teaching and research philosophies are underscored by the demonstration of theory with real data, and proving and communicating contextual differences.</p><p><strong><em>Public Service</em></strong></p><p>Professor Samuel Annim assumed office as the Government Statistician at the Ghana Statistical Service (GSS) in March 2019. In his first year in office, he led GSS to develop a Five-Year Corporate Plan and a new organisational structure. In addition, he supervised the passing into law the Statistical Service Act, 2019 (Act 1003) by Ghana鈥檚 Parliament. In the last two years, he has led the conduct of Ghana鈥檚 first digital census, provided guidance and mobilised resources for the implementation of more than 10 traditional and non-traditional data collection exercises and directed the Service to collect its first nation-wide panel data on livelihoods.</p><p><strong><em>Leadership and Innovation</em></strong></p><p>Professor Annim held several leadership positions prior to his appointment as Government Statistician, including Head of the Department of Economics (2015 鈥 2016), Deputy Director of the Directorate of Research, Innovation and Consultancy (DRIC) (2013 - 2016) and Director of DRIC (2016 鈥 2019), where he instituted key reforms. He led the transformation of the Department of Economics to the School of Economics and was responsible for setting up the 黑料社Centre for Micro-Finance, which mounted the first academic programme in micro-finance in Ghana.</p><p>In recognition of these contributions, Professor Annim was honoured as a recipient of the Vice-Chancellor鈥檚 Award for Innovation and Professionalism in 2018 and an African Social Research Initiative Award to facilitate the set-up of the Centre for Data Archiving, Management, Analysis and Advocacy (C-DAMAA) at the then Department of Economics, UCC. He was the Coordinator of C-DAMAA from 2014 to 2019.</p><p>Professor Annim鈥檚 leadership service at DRIC was geared towards promoting cutting-edge research and laying a stronger foundation for the University regarding its research enterprise. He clearly and persuasively articulated this vision for quality research and publications as well as promoted credible publication outlets. No doubt, Professor Annim passionately and relentlessly drove this vision in the University whenever he had the opportunity. He contributed immensely to the development, promotion and institutionalisation of many research and visibility systems in the University. He passionately promoted the visibility agenda of faculty on platforms, including Google Scholar, ResearchGate and Scopus. He initiated the tracking, development and publishing of reports on the research output and productivity of the faculty of the University. He was an advocate not only for quality data but also for quality research for greater research impact and visibility. He exhibited a keen interest in empowering faculty through training on bibliometrics and research impact.</p><p>He has contributed to the growth of the University through his leadership and involvement in developing relevant policies, including the Corporate Strategic Plan (2012 鈥 2017; 2018 鈥 2022), the first Research Agenda (2013 鈥 2018), Postdoctoral Policy (2014), Research Policy (2014), Consultancy Policy (2018), Intellectual Property Policy (2018), Amendment of Postdoctoral Policy (2018), and Policy for Hosting Journals at 黑料社(2019). His leadership established the Industry and Innovation Unit (IIU) at DRIC to enhance the actualisation of the community service obligation of faculty in 黑料社through the institutionalisation of a structured mode of engagement with industry players, social laboratories and policy-makers. He also served on several Boards and Committees of the University to contribute to its development.</p><p><strong><em>Fellowship and Professional Memberships</em></strong></p><p>Professor Annim has been an Honorary Research Fellow at the School of Accounting, Economics and Finance of the University of Kwazulu-Natal, South Africa, since 2018. He is also an Associate Member of the Association for the Advancement of African Women Economists (AAAWE) (2014 鈥 date), a member of the International Union for the Scientific Study in Population (2007 鈥 date), and a member of the Africa Economic Research Consortium (2001 鈥 date).</p><p>With his background and track record in research leadership, he has contributed to capacity strengthening within the Association of African Universities (AAU) by, among others, facilitating AAU-organised workshops on Research Leadership, Communication, Partnerships and Collaboration (2019), and Data Ethics and Skills for Reproduction of Research Findings using Stata (2018).</p><p>He currently serves as a member of the Executive Committee of the PARIS21 Board and the IPUMS-DHS advisory board.</p><p>聽</p><p style="text-align: center;"><strong>TOPIC - </strong><strong>DATA-POLICY TRANSITIONS: PERSPECTIVES OF ECONOMIC VARIABLES</strong></p><p><strong><em>Abstract</em></strong></p><p>Realising the indispensable gains associated with a data-led economic development requires a sustained iterative interface between conceptualisation and implementation of national policies; the use of data along the entire spectrum of livelihood transformation and economic development; and estimations of different policy scenarios. In recent times, this data-led imperative has gained prominence, given global pandemics, climate change and economic shocks. Based on the required scope for driving a data-led development, and the fact that Ghana鈥檚 economic development is yet to occur despite spikes of economic growth in the last half-century, this lecture discusses the data-policy landscape in Ghana. A lecture on 鈥淐onceptualisation of National Policies: Issues of Capacity and Practice鈥 preceded this lecture, and a third will follow on 鈥淓stimations and National Policies: Perspectives of Economic Variables鈥.</p><p>The first lecture exposed the contradictions in Ghana鈥檚 Gross Domestic Product (GDP) growth performance and other macro-economic indicators. The lecture revealed stark volatilities across all market-driven economic indicators in Ghana, suggesting flaws that hinder the achievement of national policy outcomes and impact, and demonstrated weaknesses in the capacity and practice of conceptualising national policies. These findings informed my call for<em> 鈥渞edirecting our proclivity in designing less data-informed and standalone policies to rigorous policy conceptualisation processes and an assessment of their outcomes and impact鈥. </em>Precisely, I argue that efforts should be geared towards the demonstration of the magnitude of the net effect (not binary outcomes) of interventions, effects of initial conditions on current outcomes and disaggregated outcomes and impact.</p><p>Considering my engagement with data as a producer, user, advocate, and custodian in my dual capacity as an academic and policy advisor, I put forward an argument on the need for researchers to estimate the <strong><em>鈥淒ata Bias (DB)</em>鈥</strong> associated with the process of engaging with data. I also advocate the need to measure the extent and appropriate use of data among policymakers and researchers, leading to the institutionalisation of mechanisms for <strong><em>鈥淒ata Accountability (DA)鈥</em></strong>. Using the outcomes of my research on the impact of microfinance in reducing poverty and my role in promoting research and data integrity, I assert that estimating and institutionalising <strong><em>DB</em></strong> and <strong><em>DA</em></strong> will culminate in a <strong><em>鈥淒ata Integrity Framework (DIF)鈥</em></strong>.</p><p>Central to the proposed <strong><em>DIF</em></strong> are 12 indicators for assessing the appropriateness, reliability, and credibility of using data, statistics, and statistical data. These 12 indicators are: (i) motivation for policy directives; (ii) access to statistical data鈥; (iii) mode of data collection;鈥 (iv) source of data; (v) type of data;聽鈥(vi) span, initial conditions, current happenings and reflections;聽鈥(vii) missing data points;聽鈥(viii) measurement of concepts and deviations from reality; (ix) presentation of statistical data; (x) comparability;聽鈥(xi) regularity and periodicity with data collection; and鈥 (xii) scope of data used for research and policy discussions. Premised on the orientation of research, including exploratory, confirmatory and impact assessment, I argue that the assignment of weights to these 12 indicators should be based on the varied approaches used in generating, managing, and using data. I emphasise the last three indicators (comparability; regularity and periodicity; and scope of data used for research and policymaking) to demonstrate the apparent data gaps, which provide a compelling justification to initiate a discussion on the use of a <strong><em>DIF</em></strong>.</p><p>Comparing data sourced from Ghana Statistical Service (GSS), World Development Indicators (WDI), World Food Programme (WFP), Food and Agriculture Organisation (FAO) and United Nations Conference on Trade and Development (UNCTAD) on unemployment, consumer price index, real effective exchange rate, and food insecurity, variations in levels and trends are found. In the context of data regularity and periodicity, I use historical data from 1975 to the recent 2021 Population and Housing Census on proxies for welfare to demonstrate potential challenges associated with varying intervals between data collection dates and assessment of the performance of policy outcomes across different political regimes.</p><p>The take-away messages are as follows: First, <strong><em>鈥淪imilar</em></strong><strong><em> to the聽integration of聽conceptual聽frameworks into the聽development of聽research聽and policy聽papers, the same is聽required for聽a </em></strong><strong><em>Data Integrity</em></strong><strong><em>聽</em></strong><strong><em>F</em></strong><strong><em>ramework聽to improve the聽outcomes and impact聽of policy interventions</em></strong><strong><em>鈥.</em></strong><strong><em>鈥</em></strong> This framework will require the academic community to rethink its engagement with data in achieving data-led growth and development of Ghana鈥檚 economy. Essentially, efforts should be geared towards the documentation and estimation of <strong>Data Bias </strong>and, where necessary, require researchers to adjust statistical data in their prescription of policy directives.</p><p>Second, it is critical to review the exhaustiveness of the micro- and macro-economic variables that policymakers use in determining Ghana鈥檚 economic growth and development trajectory as well as the economy鈥檚 performance and resilience to pandemics and shocks. Among the 12 variables discussed in this lecture, I single out the urgent need for research and policy discourse on productivity and earnings inequality as the pacesetter for <strong>Data Accountability</strong>. This will be achieved by adapting some of the initiatives on use of data for economic growth and development in other countries. For instance, the legislative and executive arms of government in other countries publicly report the levels, growth rates, distribution and drivers of productivity and relate the findings to other socio-economic variables, especially earnings. This recommendation should be considered in the context of the call for the establishment of an independent National Data-Policy Institute, mandated with the overarching function of promoting and assessing research commitment and funding, and the interfacing of data and policymaking.</p><p>Lastly, this lecture has focused on an apparent data gap which I refer to as the 鈥<strong><em>unspoken economic indicators in Ghana</em></strong>鈥. This includes the lack of research and policy discourse on productivity, earnings inequality, trade vulnerability, capital flights and stocks of grains, despite data availability. In my view, this has hampered Ghana鈥檚 economic growth and livelihood transformation agenda.
